Head of Safety and Quality Assurance (Compliance)
Main Duties
-
- Oversee the safety and quality assurance functions of all operational departments, championing and upholding safety and quality assurance standards. Ensuring compliance with applicable regulatory authorities, including but not limited to, HKCAD, EASA, FAA, etc., as well as all internal policies and procedures of the Company
- Provide guidance and leadership to Safety and Quality department through direct reports (Safety Manager and Quality Manager) and mentor a team
- Develop and maintain a comprehensive Safety Management System (SMS) that is in compliance with regulatory requirements and industry best practices. This includes identifying hazards, assessing risks, implementing controls, and continuously monitoring and improving safety performance across the organization
- Develop and maintain company-wide MOE (Maintenance Organisation Exposition), internal Level 3 Company procedures and Operational Quality Assurance program to meet all regulatory authority requirements
- Manage and oversee the organisation’s internal and external audit programs to ensure that all maintenance activities comply with regulatory requirements and industry standards. Establish and manage Safety and Quality performance objectives to ensure that emerging concerns are proactively addressed and where necessary escalated to the Accountable manager
- Oversee and manage Company Authorisation processes including licensing applications and competency assessment of certifying and support staff. Develop and provide training to personnel on quality and safety management systems, regulations, and standards
- Liaise with external aviation agencies on safety and quality matters. Plan, manage, and improve safety and quality assurance audits/surveillance systems, and coordinate with stakeholders to analyse root causes of findings. This includes ensuring that all regulatory requirements are met and that effective communication channels are in place to address any safety or quality concerns
- Support operational managers to develop and evaluate related corrective and preventive actions, and ensure information is delivered to the frontline staff level and properly implemented
- Ensure that risk assessments and audit processes from regulatory bodies are conducted effectively, and necessary actions are implemented in a timely manner
- Communicate operational safety concerns to Nominated Post-holders and other operational managers

- Promote safety throughout the organization by ensuring safety-related information, including organizational goals and objectives, is made available to all personnel through established communication processes.
- Review and update the adequacy of SMS training and ensure that training is provided across the company in accordance with required operational safety and quality standards.
- Maintain oversight of each departmental annual audit plan for efficiency, compliance, and conformance with regulatory and customer quality standards and requirements. Promote Quality Assurance awareness throughout the company.
- Monitor corrective actions on Quality and Safety trends, introduce new procedures, and enhance existing operational procedures to ensure strict compliance with established QA procedures and standards
Qualification and Requirements

- Bachelor Degree or equivalent in Engineering / Aviation Sciences / Aviation Technology

- Holder of Aircraft Maintenance License HKCAD Part 66 and/or EASA Part 66
- 15 years of Aviation experience with at least 7 years of experience in a leadership role in a Part 145 Maintenance Organization
- Formal training in Safety and Quality management including human factors to minimum lead auditor standard (preferably a graduate or post-graduate qualification in Aviation Safety/Quality Management)
- Strong knowledge of relevant regulations and standards, including HKCAD 145, (Foreign) EASA Part 145, FAA 145, and ISO 9001
- Excellent written and spoken English language (ability to communicate in Chinese would also be well regarded)
- Well-developed critical thinking and report-writing skills
- Strong analytical and problem-solving skills with the ability to make sound decisions in a fast-paced environment
- Ability to lead and develop a team and provide guidance to the business. Excellent interpersonal, communication, and leadership skills with the ability to liaise effectively at all levels both internally and externally
- Practical knowledge and experience with safety and quality databases is an advantage. (For example Q-Pulse, AQD, SERA etc.)
- Proficient with Microsoft Office suite
